Clutch lever

You have to remove the nut on the bottom of the pivot screw first, then it should come right out. (look under the clutch lever, should be 8mm)
 
Has anyone had the clutch lever stick to the pivot bolt? I have tried an impact driver and not got it to budge.
Just to be clear, and referencing the attached parts illustration, are you stating that nut 21 is removed, yet bolt 20 is stuck to the lever 13 and the bolt and lever move as one? I have not heard of that happening.
