Rack itself is brand new, brackets have been used. Come with all bolts (but not all the little bolt caps to make them look pretty). Comes with the box and instructions.

If I understand Givi's website, this give you the mounting kit to add a rear plate, but not the plate itself? And, is it compatible with the PL1111CAM racks? I have the side racks, but no mounting brackets. Thanks

That is correct, yes. And it is compatable with the PL1111CAM rack.
