Stand alone back protection required?

I know some of you race here and I was wondering are stand alone/strap on back protectors required for the track? If so what’s the reasoning vs just using acceptable armor in a jacket or suit?
 
Not a racer myself but this is the local clubs details on back protection:

BACK PROTECTOR​

A separate CE level 2 back protector that extends from the shoulders to the tailbone must be worn.
Soft back pads sewn into suits DO NOT meet this requirement.
