What is this rubber plug?

After I got done changing fork oil, coolant, pulling the radiator and checking the valves today I found this rubber plug under the bike. I didn't remove anything like it and have no idea where it came from. I sweep the garage floor clean pretty often and haven't done any other bike maintenance in a few weeks.

That is a bumper that goes in a hole on the inside of one of the two side overs. If the side cover is not carefully installed, sometimes the bumper will pop off. Maybe you didn’t knock it off but someone did in the past, and it has been caught in the bowels of the bike.

Edit: the lower rear bumper is the one I sometimes pop off. The parts illustration shows that there are two on each side.

Bingo.
I went through the same thing the first time I had my side covers off.
I searched through the service manual, and ended up finding where they belonged using an online Honda parts fiche.

Yes, you've got it right.
On my bike there are 2 of them in the left side panel.
I haven't had my right side panel off, so I can't speak to that side without searching the fiche for the '20 model.
