just found this handy link to download PDFs of accessory installation instructions

go thru the agreement terms as a user, tab over to 401cc to 750cc ... select NC700X and then click on the 2012

ok, so i'm a bit confused here. i've got the rear carrier on my bike, just got my tail bag (yay).
am i going to have to cut more to get saddle bags now?

When you get that page with the session error, there is a small link toward the top right. Says something like top page. Click it and then you can go in.

So after looking at the saddlebag bracket install, it looks like the grab rails are swapped out for a different part. Did my dealer just keep those things or am I seeing it wrong?

Yes, when they installed m saddlebags they gave me the old brackets.

Yes, I'd say the dealer owes you a couple side brackets. They were part of your bike and you may want them if you wanted to revert to stock and sell the bike, or to go with different hardware/bags someday.

List price of the two stock side rails is $138.67 each. Your dealer may have tossed them in the trash.
