You can loosen the mirror by pushing the mirror in, toward the rear of the bike. Once the mirror is loose, you can adjust it into place with the two bolts. You don't need any tools to do this. Yes, I did this myself when I brushed up against another mirror in traffic and it then came loose...

I watched your radiator and I've noticed the same thing. I think it's just water and road crud baking off the header which is just below the radiator and exposed to everything that's kicked up off the front tire. I was concerned about it too, but I only notice it when it's been raining...
