The answer is right in the photo, there is a helmet sitting on the bike.

Not a helmet, just a skid lid, minimum he can get away with to keep from getting a ticket where helmets are required by law and likely not even legal under proper inspection.
The helmet is billboard space for his collection of obscene stickers. He found that when he affixed them directly to his head they were damaged during his quarterly shampoos.
