Yeah, it is just a cover, but I assume it is there for a reason. (1) safety: To keep bottom of pants and/or shoe laces from getting caught up in the front sprocket, and (2) cleanliness: I think chain lube gets flung around there and I'd rather it get inside the front sprocket cover and cleaned...
