The surface charge referred to artificially raises the actual standing voltage of a battery’s charge. The battery might have 12.6 volts but immediately after charging it might show 12.9 for example. The surface charge remains for a period of 3 to 6 hours but can be immediately removed by placing a load on the battery just by turning the key on for 30 to 60 seconds.

Do you recall where the chart came from, Greg? I'm simply curious at this point, whether it's from a source that may not have known or thought to include a note about 'resting' prior to voltage testing, or if it's from a battery company, or...
