If the light doesn't change, how do you know when a cycle has passed?

By watching the lights for other traffic directions. In the situation where the other lights aren't changing either, I have no idea. I scanned the text of the law but see no provision for that. Bring a lunch, I guess.

The only time I ever did it was at 2am after sitting at light for as long as it took me to look that up on my phone.

I omitted that the officer told me the sensor pads at intersections are long enough for the 2nd vehicle to activate the light. I don't believe this to be 100% true, because I've had to across the cross-walk before to allow a car behind me to get close enough to trip the sensor. I'm sure he's right about some intersections having a long enough sensor, but I highly doubt there's an international under-the-asphalt-traffic-light-sensor-pad length standard.

I've seen that as well, waited through a couple of cycles with 2 cars behind me. We all pulled up a bit and it changed almost immediately.
