I talked to one of the traffic engineers in my city and he mentioned that the wire loop sensors worked great when they were first installed. However, after some time passes and new layer(s) of pavement get added, their sensitivity drops considerably until the control software can no longer be adjusted to pick up the signal.
Thank goodness we are using more and more camera sensors around here.
